Napore constituency in Kaabong to be Created

President Yoweri Museveni has said that a new constituency of Napore in Kaabong district in Karamoja sub-region will be created to enable the communities in the area to live in harmony.
‘I agree to the creation of the Napore constituency so that you stop conflicting with the Dodoth. We don’t normally care much about the tribes, but sometimes when a group cannot speak their language or express their identity, then we come in and say-no, no-no let them also get some space,’ he said. 
The President was yesterday speaking at the thanks giving ceremony for the Kaabong district Woman MP Hon. Akello Rose Lilly held at Karenga Boys Primary School play grounds in Karenga sub-county Kaabong district.
President Museveni urged the people of Karamoja sub-region to appreciate the diversity of their communities and appreciate and encourage different groups in their region to grow.
‘I am always very happy to see the different African groups co-existing harmoniously. Here in Karamoja, you have different groups-the Dodoth, the Iki, the Napore, the Jie and so on. You should appreciate and encourage each of those groups to express their identity,’ he said.
The President urged elders in Karamoja sub-region in general and Kaabong district in particular to work with the officials of operation wealth creation to help their people get out of poverty at house hold levels through promodting food security and wealth creation.
‘I want elders of Karamoja to plan with OWC officials to see how wealth can be created at house hold levels. This is what I want you to concentrate on,’ he said.   
Mr. Museveni noted that since peace is now prevailing in Karamoja sub-region, the next mega plan is to avail water to the area for the people, live stock and agricultural production.
The President assured the people of Karamoja that the government is playing its role of providing infrastructure like roads and electricity among others. He added that the road from Muyende to Nakapiripirit is to be bituminized as the procurement is in progress.
Mr. Museveni who expressed his gratitude to see a huge turn up at the ceremony assured the excited gathering that the road from Moroto-Kotido-Kaabong-Kidepo National Park and beyond the border will be worked on.
He urged the people of the region to concentrate on ‘Abaru’(Wealth creation) and leave the provision of infrastructure to the government.
President Museveni who is also the NRM National Chairman congratulated Kaabong Woman MP Akello Rose Lilly upon her victory and thanked the people of the area for electing her as well as all NRM leaders.
He also thanked Ms. Christine Nakwang for accepting the verdict of the electorate by not going to court.
On the concern by leaders of the area about Tse-tse flies, the President supported the idea of aerial spraying like was the case in Busoga sub-region.
The President also pledged to handle the issue of intrusion to their area by the Topotha from South Sudan and the Turkana from Kenya. 
‘I am going to take action by either bringing back the battalion or I will recruit LDU’s,’ he assured the people.
The Minister for Karamoja Affairs Hon. John Byabagambi reported that the population in Karamoja has increased a situation he attributed to governments successful immunization program.
The area MP who is also the Minister for Ethics and Integrity Hon. Simon Lokodo thanked President Museveni for NRM Governments’ development programs in his constituency. He however called for UPDF deployment to the constituency to ensure security and stability in the area.
The host and Woman MP for Kaabong district Hon. Akello Rose Lilliy thanked President Museveni for honouring their invitation.
The President on arrival unveiled a foundation stone for the construction of Karenga Comprehensive Community Polytechnic by Nakidiir road in Karenga sub-county.
