Ladies and Gentlemen.

Today, we launch the Ministry of Finance, Planning and Economic Development’s Strategic Plan for 2025/26–2029/30 and unveil our Client Charter and Service Delivery Standards for the same period. This Strategic Plan commences a bold course towards building a US$500Billion economy by the year 2040.

The Client Charter and Service Delivery Standards we unveil today are a testament to our dedication to professionalism, integrity, and accountability. They are also an invitation to all of us to work together, to uphold the highest standards that reflects the corporate image of this Ministry, and to ensure that every Ugandan benefits from our progress.

At the heart of this transformation agenda is fiscal credibility. By maintaining disciplined fiscal management, strengthening domestic revenue mobilisation, and ensuring our public investments deliver measurable returns, we lay the foundation for the tenfold economic growth ambition. Fiscal credibility is not just a technical goal, it is the bedrock of investor confidence, macroeconomic stability, and public trust.

Equally vital is the coordination of financing. Our plan prioritises mobilising resources from diverse channels, including domestic, external, PPPs, climate and blended finance, while aligning every shilling with our national priorities. Through robust coordination, we will crowd in private investment, reduce the cost of capital, and ensure that every intervention supports our shared vision for prosperity.

Finally, as the steward of Uganda’s fiscal policy, financing strategy, and development planning, the Ministry stands as the anchor institution for economic governance. We are committed to transparency, accountability, and results-driven management, guided by the highest standards of professionalism and integrity.

I call upon all staff, affiliated institutions, and partners to join hands in implementing this plan. Together, let us build a competitive economy and move closer to our shared vision: A transformed, modern, and prosperous Uganda.
